This is not the first time I’ve had a problem with spam from Time Out, they also do this with addresses you use to enter competitions with (EDIT: this has been explained as covered in the T&Cs of the competition - make sure you check them).
My advice, block *.mailpepper.com & *.cabestan.com (their mail host) in your mail servers. And use disposable email addresses when dealing with Time Out.
UPDATE: I’ve had a nice response from Time Out, check the comments.

Tuesday, August 28th, 2007- Be strict in your privacy settings. This is the most important point.
Do not “Allow my public search listing to be indexed by external search engines” or allow people to view your friend list from your search results. - Fed up of annoying application requests? You can block applications.
- Similarly on Applications (Privacy -> Applications -> Other Applications) set “What Other Users Can See via the Facebook Platform” to a minimal set of permissions (eg - Profile Picture & Basic Info).
- Be very strict on your profile privacy (Privacy -> Profile). Typically “Only my Friends” is sufficient in all cases.
- Don’t add random people you don’t know.
- Set up a “Limited Profile” for people you are not close with but are too polite to reject and limit what they can view.
- Don’t put too much personal information in your Status Updates.
- Be very careful on adding applications, some of them may do more than you bargained for.
- Show only the month & day of your birthdate at most in your profile (Profile -> Edit -> Basic), it makes identity theft more difficult and you’ll still get Birthday greetings!
- Be wary of posting personal information in Groups.
